The City of Charlotte and Mecklenburg County serve as the leading example of functional consolidation: sharing government services in order to reduce duplication of efforts and improve operational efficiency. Rather than merging into a metropolitan government, the jurisdictions divide functions and responsibilities; for example, the City of Charlotte oversees all regional planning functions while Mecklenburg County operates the parks and recreation system. Home to the NASCAR Hall of Fame, Charlotte is a premier motorsports destination featuring many of the top racing teams with associated research and development operations. Through the Centers, Corridors, and Wedges plan, the Charlotte/Mecklenburg region is committed to long-range, integrated transportation and land use planning. Charlotte is a developing a multi-modal mobility system featuring multiple rail technologies: streetcar, light rail and commuter rail. The Charlotte-Mecklenburg School system regularly rates as one of the top-performing urban school districts as they have pioneered many leading-edge initiatives including strategic staffing and performance-based compensation while facing stiff budget challenges and under-capacity facilities.
